Declaration on Accessibility

Body

I. Public Authority / Scope

This accessibility statement applies to the website of bo.berlin (“Website”).

This statement is issued in accordance with the requirements of the Berlin Act on Accessible Information and Communication Technology (BIKTG Bln) and the provisions of Directive (EU) 2016/2102 on the accessibility of websites and mobile applications of public sector bodies.

The technical requirements for accessibility are derived in particular from WCAG 2.1 Level AA and EN 301 549.

II. Accessibility Status

We strive to design our website to be accessible and to continuously improve it.
The audit report (dated November 2025) found that the website is currently not fully accessible.

III. Which Content Is Not Accessible?

Accessibility is currently not fully ensured due to the following issues:

  • Non-text content: Images and graphics sometimes lack appropriate alternative text.
  • Structure and semantics: Headings, lists, and other structural elements are not always implemented in compliance with standards.
  • Focus and keyboard operation: Elements such as navigation, forms, and interactive components are not consistently usable via keyboard or do not display a visible focus.
  • Contrast: Contrast ratios do not meet the required minimum values in all areas.
  • Link texts and navigation: Some link texts are not sufficiently descriptive or are not clearly recognizable as links.
  • Documents: Downloadable files (e.g., PDFs) contain accessibility deficiencies.

(This is a selection of key findings; detailed information can be found in the underlying audit report.)

IV. Improvement Measures

We have begun implementing a structured action plan to improve the accessibility of the website. This includes:

  • Introducing mandatory alternative texts for media content
  • Revising the semantic structure of pages and templates
  • Adjusting contrast values and focus styles in the design system
  • Ensuring full keyboard accessibility
  • Optimizing form and status message logic
  • Revising and creating important documents (PDFs) in an accessible format

We plan to implement these measures no later than as part of the new website planned for 2027.
